The operation was under the command of Vispol Commander, Lieutenant Colonel André Brits who was assisted by Captains Phalatsi and Nelutombeni, and sector manager Warrant Officer Joe Ledwaba. The Westonaria Police station commander, Colonel Selvan Moonsamy readied the officers during their parade and focused on discipline and not participating in unlawful behaviour.

Ledwaba as well as two newly appointed constables were patrolling the CBD during the operation when they noticed a suspicious man sitting next to the Westonaria taxi rank.
